This wasn't his goal, whole this arrest was unexpected and kind of put him on hold and he had to send Xu Bo to deliver the letters where originally planned personal visits. But, after... yep, he fulfills another unplanned goal after seeing opportunity there. In moments he becomes like lord of the manor, no shackles, no torture, being served tea and best food by commander personally and that commander will also be one of his pawns in this and later events as well and the worst thing for people who put him there, they can't take him out no matter what until whole thing is resolved. They can't even say he is not complying or he is resisting. They can only watch him having high class treatment

This part of the story is purely political for a while, at least until funding Chendi pavilion. This will probably take 20 or so episodes

I won't spoil things so I'll be vague. Due to certain reasons which are base of this whole mortal plane arc, Dawei kingdom is in civil unrest (but, it is worth mentioning one detail, they know about Xu Bo being poisoned and who did it, even though that is a matter of different faction as well as matter of central region... it is already easy to figure out that the one pulling the strings between Dawei unrest and pill pavilion problems is the same). Prince that sent the letter is cooperating with families to take over the kingdom and that is because old rulers state is unknown. In the novel this was explained when Qin Chens servant told his story and also told who culprit was... all other families, but big problem was that royal family didn't intervene. They simply watched one of the families get destroyed, at that point he also explained who is who and what their state is in royal family

so while the whole sh it kingdom get slaughtered by quin chen later on?

Kingdom will in fact enter most prosperous age in in its history, but you can say that there will be no more 4 great families and there will be only remnant (the good ones) of the royal family left and even those will be loyal dogs, because... money can buy kingdoms and the amount of money they get (10%) from Chendi pavilion is 100x their otherwise yearly income. Basically, Qin Chen gets tons of money and they do all the work and keep it safe and prosperous. You need to understand what basis of Chendi pavilion is... pretty much "we got everything" for martial artists, like holy land... just target audience are loose cultivators as well as sects. All 4 artisan pavilions are moved inside Chendi pavilion and there is a cooperation to have strongest force possible with addition of loose cultivators which can also be employed there, not just buy resources or have access to advanced cultivation rooms

Fun fact... Chendi pavilion is based in location of slums, which was most avoided and judged location where no one who has even a little of respect for himself would ever step. After pavilion is there, location becomes something royalty dreams of having access
